Penny-Wise and Pound-Foolish Policies

My experience yesterday with the union brought home just how many policies the state has that are penny-wise and pound-foolish.
By not having a meaningful career ladder and underpaying case workers, there is a revolving door of CPS case workers. It is bad enough that we waste money on the constant training and recruiting, but most children in CPS care have abandonment issues. This is only exacerbated by the continual turnover of caseworkers and may result in children not being adopted.
The penny-wise and proud-foolish policies need to be replaced ASAP.
